{"id":1061331,"date":"2023-11-03T09:46:24","date_gmt":"2023-11-03T16:46:24","guid":{"rendered":"https:\/\/www.peta.org\/?post_type=issue&#038;p=1061331"},"modified":"2024-05-14T08:04:44","modified_gmt":"2024-05-14T15:04:44","slug":"animal-experimentation-virginia","status":"publish","type":"issue","link":"https:\/\/www.peta.org\/issues\/animal-experimentation-virginia\/","title":{"rendered":"Animal Experimentation in Virginia: The Ugly Reality and How You Can Help Animals"},"content":{"rendered":"\n<p>Every year, millions of animals in the U.S. suffer and die in training exercises and cruel chemical, drug, food, and product tests. <a href=\"https:\/\/www.peta.org\/issues\/animals-used-for-experimentation\/\">Experiments on animals<\/a> do not produce human-relevant data, nor do they make meaningful contributions to medical advances. Additionally, many animal experiments are conducted simply out of curiosity and don\u2019t even pretend to hold promise for curing illnesses.<\/p>\n\n\n\n<p>In Virginia, more than 30 registered facilities still keep and experiment on animals. Many of those facilities have repeatedly violated federal animal welfare standards. If regular citizens not in a laboratory subjected animals to the same inhumane conditions as those documented in federal reports, their actions would be grounds for criminal cruelty charges. Violations have included the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Performing multiple operations on baboons without institutional approval<\/li>\n\n\n\n<li>Neglecting chinchillas to the point that they lost nearly one-third of their bodyweight<\/li>\n\n\n\n<li>Starving a newborn piglet to death<\/li>\n\n\n\n<li>Allowing a rabbit with a broken leg to die while awaiting medical care<\/li>\n\n\n\n<li>Letting a cow suffer from heat stress<\/li>\n\n\n\n<li>Allowing multiple pigs, rabbits, and mice to die of neglect<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image aligncenter size-full\"><img decoding=\"async\" width=\"1400\" height=\"680\" src=\"https:\/\/www.peta.org\/wp-content\/uploads\/2023\/03\/Beagle-Dog-PETA-Investigation-dog-looks-into-camera-scaled.jpg\" alt=\"beagle at envigo from PETA\" class=\"wp-image-1058611\" srcset=\"https:\/\/www.peta.org\/wp-content\/uploads\/2023\/03\/Beagle-Dog-PETA-Investigation-dog-looks-into-camera-scaled.jpg 1400w, https:\/\/www.peta.org\/wp-content\/uploads\/2023\/03\/Beagle-Dog-PETA-Investigation-dog-looks-into-camera-300x146.jpg 300w, https:\/\/www.peta.org\/wp-content\/uploads\/2023\/03\/Beagle-Dog-PETA-Investigation-dog-looks-into-camera-602x293.jpg 602w, https:\/\/www.peta.org\/wp-content\/uploads\/2023\/03\/Beagle-Dog-PETA-Investigation-dog-looks-into-camera-768x373.jpg 768w, https:\/\/www.peta.org\/wp-content\/uploads\/2023\/03\/Beagle-Dog-PETA-Investigation-dog-looks-into-camera-1536x747.jpg 1536w, https:\/\/www.peta.org\/wp-content\/uploads\/2023\/03\/Beagle-Dog-PETA-Investigation-dog-looks-into-camera-2048x996.jpg 2048w, https:\/\/www.peta.org\/wp-content\/uploads\/2023\/03\/Beagle-Dog-PETA-Investigation-dog-looks-into-camera-150x73.jpg 150w\" sizes=\"(max-width: 1400px) 100vw, 1400px\" \/><figcaption class=\"wp-element-caption\"> Thousands of dogs like Lola were bred, intensively confined, and sold for experimentation by Envigo, at one time a $545 million company that operated a massive breeding facility in Cumberland, Virginia. The facility was allowed to operate despite receiving dozens of U.S. Department of Agriculture (USDA) violations in less than a year. In 2022, undercover video footage captured by PETA and attention from the U.S. Congress and the Virginia General Assembly ignited calls for reform, and the facility ultimately shut down after action by the U.S. Department of Justice.<\/figcaption><\/figure>\n\n\n\n<p>Despite the horrific nature of these violations, animals continue to suffer and die due to negligence and a lack of accountability. Federal oversight agencies (which are responsible for ensuring that facilities comply with federal animal welfare laws and regulations) systemically fail to penalize institutions sufficiently\u2014or often <em>at all<\/em>\u2014and facilities are allowed to continue operating.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong>&#8220;Dealers and other facilities had little incentive to comply with the [federal Animal Welfare Act] because monetary penalties were, in some cases, arbitrarily reduced and often so low that violators regarded them as a cost of doing business.&#8221;<\/strong><\/p>\n<cite>\u2014<a href=\"https:\/\/www.oversight.gov\/sites\/default\/files\/oig-reports\/33601-0001-41.pdf\" target=\"_blank\" rel=\"noopener\">Office of Inspector General\u2019s 2014 audit of the USDA\u2019s Animal Plant and Health Inspection Service\u2019s oversight of research facilities<\/a>, page 10<\/cite><\/blockquote>\n\n\n\n<p>In 2021, 7,252 animals protected by the federal Animal Welfare Act (AWA) were used in Virginia-based testing facilities. However, this number represents <strong>only approximately 5%<\/strong> of the animals actually used, since most species (including those most commonly used in experiments, such as mice and rats) aren\u2019t protected by the AWA. There is currently no mechanism to track the total number of animals per species used in experiments in the Commonwealth (or anywhere else).
